Firstly, I don't want to start any sort of 'wow, shit lazy devs downgrading their game' nonsense. People really wanted better performance. Demanded it even. Threatened lawsuits in some cases. The developers have spent a lot of time 'optimising' the game to deliver that. Optimisation isn't a magic buzzword that makes games run better. Compromises have to be made to get games like this running smoothly on 8th gen console hardware. The game still looks fantastic, BTW. (Am I disappointed the PC version has lost a few nice lighting touches? Yes. Hopefully they'll be added back to the PC version as optional extras. Think like Dishonored rat shadows.)

I've been looking at PS4 footage, and also done some testing on PC. Here are my conclusions.

Some scene lighting has been changed. Most noticably, 'fill' lights with no logical source have been removed from the intro sequence. The sequence runs much better on PS4, now, often holding 30fps where 1.06 would dip to 25-27fps in certain shots. (And also holding 30fps in the smoke grenade section where 1.06 drops to 17fps and then stutters along at 20fps.)
Something major has been changed with the particle system because explosions no longer make the console versions nosedive. The Digital Foundry analysis found sudden drops below 20fps in the sequence where you attack the KPA convoy early in the game. Looking at new 2.0 PS4 footage frame-by-frame, I'm seeing only occasional drops to 27-29fps when something goes major kaboom.
I can't be 100% sure, but I think some KPA soldiers who used to have dynamic lights on their uniform that lit their face no longer have them. A big theme of 2.0 seems to be removing less noticable dynamic light sources. (It's worth noting most FPS games do not have large numbers of dynamic lights. Homefront was really unusual when it has entire squads of soldiers all with dynamic light sources such as flashlights in addition to dynamic lights cast by their weapons.)

Hopefully Digital Foundry will do a comprehensive analysis in the near future. The game isn't holding a locked 30fps, at least on PS4.. (The PS4 version has always been the worst performing Xbox One and Xbox One S may be a different story, but I haven't been able to find XBO footage yet.) but it is significantly improved. 1.06 was a significant improvement over 1.05, and 2.0 is a significant improvement over 1.06, particularly when it comes to minimum framerate on consoles. (And of course people are reporting good things over on Steam, too.)

From what I've seen, the average framerate is much closer to 30, and the severe dips below 20 have been eliminated. And the game's overall visual presentation hasn't taken too much of a hit.

If you have the PS4 or Xbox One versions, I'd appreciate if you could post some footage while running the 2.0 patch. I can download the footage from YT and step through it frame by frame to estimate the framerate. I'm very interested in how the Xbox One version runs. Also, your impressions would be appreciated.

As for the rest of the patch.

The save system has been altered. It now stutters for an instant before continuing. It no longer pauses until the saving is finished, which was a major complaint A look at the PC log files shows the save system is now asynchronous. Unfortunately, this new save system has a bug where it crashes on some PCs with hyper-threading. It will hopefully be fixed very soon. edit: Looks as though the problem is exclusive to i7 CPUs.
This is primarily a performance patch. However, a handful of significant bugs have been fixed. There are niggling number still present. However, they're supposedly being looked at currently. Especially the issue where NPCs have invisible weapons, and the issue some players experience where the motorbike won't power up generators like it is supposed to, which is kind of game breaking.
The PC port has a bunch of new options such as TAA sharpening, and more comprehensive graphics options such as shadow quality, resolutions, and filtering type. It also now explains what each graphical setting does, which is awesome. What does 'Shading' do? It adjusts screen space reflections and ambient occlusion quality, for example. Previously, most were a bit confused by what each option did.
All versions now have the ability to remove HUD stuff like objective markers and also remove the stereotypical Ubisoft 'the AI has noticed you.. the AI is interested in you.. the AI is going to attack you now' visual and sound cues. (Think Splinter Cell: Blacklist, MGS V, and Far Cry 3/4.) I think a fair few people will appreciate not being pestered by 'Oh, look, look, the KPA are harassing someone over there' icons on their HUD as they explore the city.

They're also changed the texture quality setting. Low, Medium, High, and Very High are now just Low and High. Apparently the other settings were placebos. The game only ever had two texture quality settings. There's been no drop in texture resolution, but some people were freaking out.

edit 2: One very interesting change seems to be toned down smoke effects. In the intro, the KPA throw smoke grenades through the window. On 1.06, the PS4 promptly plummets to 17fps. On 2.0, it holds a rock solid 30fps. The difference? From what I can see, they've removed some of the 'spreading' smoke effects coming from the grenades. Keeping in mind these smoke effects are affected by dynamic light, it stands to reason they'd be a huge performance killer if the game had to process multiple grenades spewing smoke.

PSA: If you're planning on buying the game for PC in the near future, please bear in mind that patch 2.0 currently has a bug on i7 CPUs where it will crash when writing sale files if Hyperthreading is enabled. This bug only affects i7s. There will likely be a hotfix patch in the near future, but currently the only way to play the game on an i7 is to disable Hyperthreading.
